There is no need for the city to sell the land for an intermodal freight center. They can lease it to a private operator. A lease can generate a stream of income over time instead of a one shot deal of selling the land. And a lease may be what helps make it a profitable deal because land purchase costs plus construction/development costs sometimes are what would keep a facility from being feasible in the near term.
We also have to remember that the notion of a free market when it comes to transportation systems is a fantasy found only in text books and in the hopes and dreams of the most ardent advocates. Rail in particular has been quite the opposite of a free market. The government had to give land grants to rail companies to get the railways built in the first place. And with the rails in there was only one owner and provider. Under the management of Union Pacific there was little interest in generating local cooperation on intermodal connections. Monopolists are prone to restrain trade and economic activity rather than promote it.
